I need to turn on UAC (I am standard user)

I need to turn on UAC (User Account Control) But am standard user, so I don't get prompted for admin password. Please help?

Windows 7 Ultimate x64

To change UAC settings you need to have administrative rights, so you can't use your standard account, and as you say, elevation won't work since it's disabled. You have to login with another user account that has administrative permissions, such as the built-in administrator and make the change from there.
