    Firewall Issues

I'm having trouble with someone logging on to my computer. Any help would be greatly appreciated. I'm not sure how to go about the situation. Also, would anyone know who I would need to contact to get an IP address?

I live in a medical facility and, therefore, have to share a router with everyone in the facility. I have seen the separate log ins from my own, my brother got that far. I just need to know who I have to contact to get the IP address.
