    Hi,
steps just in case when there is no internet to ask for a help.
    If no internet is available,
You would need to use Safe mode with networking to see if you can access a internet connection at boot,
    https://www.sevenforums.com/tutorials/69585-safe-mode.html
If no joy you would need to use a power drain technic first,
    Some nasty's do load quickly,
Shut down your machine, Unplug-Hold the power button down for 30/45 seconds (Laptops you would need to remove the battery) (Power Drain)
Power up and Tap the F8 key continuously until you see a black page with white text,
Use the down arrow key to toggle to Safe mode with Networking/ hit the enter key.
    Login as usual
Once you achieve a network connection you can download numerous scanners to get rid of the nasty,
    Cheers.
Then repeat the scans starting windows normally.
Do Not use the computer during the Full scans.

Why there's still pop-up showing up eventhough we already disallowed it?

    Nio,

It appears your system is affected with something.

Instead of asking general or vague questions which may or may not apply to what you have, it is best for you to describe what, exactly, is happening, and if you know the cause, what adware or malware is present.

Otherwise, we are playing games, and may be getting nowhere in a hurry, trying to guess from a crystal ball.

If that is the case, I personally do not do the let's play games approach, and my crystal ball is permanently broken.

Download DDS from one of these links:
    DDS.com
    DDS.pif
    • Disable any script blocking protection
    • Double click the dds icon to run the tool.
    • When done, DDS will open two (2) logs:
      1. DDS.txt
      2. Attach.txt <--- will be minimized in the task tray
    • Save both reports to your desktop.

Include the contents of both logs in your next post.
The scan will instruct you to post Attach.txt as an attachment.

You have a lot of programs running! Read this article to perform a "Clean Startup":
Perform a clean startup to determine whether background programs are interfering with your game or program
