Windows 7: System Volume Information and $RECYCLE.BIN wont delete

System Volume Information and $RECYCLE.BIN wont delete

its nearly the same problem as this thread Virus - Access denied - H:\system volume information

i have files laying on the hdd but i cant remove them. it tried reformatting but using roguekiller to fix shortcuts only brings them back. and i think this is what makes the desktop all twitchy.
clean reinstall didnt help.

its the same problem as being epileptic. its not fun. and may i add, done clean reinstall "deleting partition reformatting partition", and same thing happens after a while when i done reinstalling.
it has even happened during gaming. "oh lets go join a game - nope, shutdown time!!!:S"

is there a easy option? - like program start from cd\dvd and format the whole disk so that it nearly new?

think i fixed it by doing normal format instead of quick format. if recycle bin and system volume information shows automatically if "show protected systems file" is unchecked i think thats the fix to this and its not a virus its just some misscalculation to backup gone wrong.

Just a thought:
If a quick format did the job correctly and completely they would of not given you a choice to use the complete format.
I never use the quick format on a hard drive or ssd.

what can i do to normal non quick format the ssd which i want the operating system on? i have alot of music and movies that i got from friends that i have to move to other hdd`s to normal format each hdd.

files left over from something that shouldnt happen and that causes the computer to go epileptic? like a error of windows backup?
