I am not able to access cmd as a admin.I have only one account and that is my admin account. When I click on admin cmd it open but when I right click and try to access it as a administrator nothing comes up.

I am also not able to install any new software on to my computer it show a Pop-up window user account control do you really want to allow this file to make changed on your computer I say yes and nothing happens

Sounds like you have lost administrator rights.
Are you sure your password is correct?

Check and see if you can go to a restore point before this happened.
It might not let you do this either.
