Runtime error 383 with Malwarebytes antimalware

When I try to open MBAM, I get this error. Then when I tried to uninstall from both Control Panel and Program files, I could not uninstall. Control Panel route recommends to install a new version and Program files route refuses to have the file deleted citing a component of it is being used in another program. And when I tried to install a new version, I could save the download but could not open(all of a sudden Windows is asking what program to use to open). I did system restore, to no avail. I did sfc /scannow, also to no avail.

Open task manager and kill all processes used by Malwarebytes. They should have "mbam" in the process Image name. Right click one and click "End Process Tree" Then try to reinstall.

You may need to make sure that all of MBAM is removed.Use Revo Uninstaller and then reinstall MBAM.

Oh...no. I now have problem downloading anything. When I opt for OPEN, it does not download. When I opt for Save, it downloads but I cannot open from Downloads folder. How did this happen?

Error 383 is a Visual Basic error ... See if you can Install that ..

Download Microsoft Visual Basic 6.0 Common Controls from Official Microsoft Download Center

I was able to remove MBAM manually. I went through my whole system and deleted any file that has MBAM in it. except one:
Runtime error 383 with Malwarebytes antimalware-capturembam.png

But even with this one remaining MBAM dll fragment left undeleted I was able to get rid of MBAM and this runtime error stuff. Finally Control Panel announced that the program has been deleted or moved and offered an option to have it removed from Programs and features list. So I had it removed successfully.

But I cannot seem to re-install MBAM. I was able to download but cannot open the file.

I was able to install the newest version a few days ago but before I could use it, I had to do System Restore for some internet connection problem. And, yes, after SR I got the runtime error 383. And now, I cannot re-install MBAM because I seem to be unable to download/install anything.
