I want to know how I can LOG all Logon activity even when I Logon after Logout or someone user Switch User facility. only need to log Username, Date & Time to know in my absence is there someone else using my PC for any activity.

See if this tutorial could give you some ideas: Event Viewer - Monitor User Account Activity in Windows 8

The tutorial is written for Windows 8 but can be used as it is for Windows 7.

You should talk to your AD administrators, we cannot help you to bypass restrictions set by them.

ok, thanks very much for your interest to help me :)
also I do not want to bypass any policy, restrictions are good for us to work peacefully.

    regards.
