I try my best to stay out when it clearly is not my business but I simply have to say this: I cannot understand the logics, an OP rather argues the importance of information asked from him than provides it.

Of course I can only talk about myself but if I had an issue I really do not know the answer and decide to ask help on a tech site, I would provide all additional information asked from me, be it the model of my MoBo or my sister's shoe size.

Is there anything in your recycle bin ? Have you tried to empty it ?

Your problem can potentially have many reasons.

The first one I can think of is a recycle bin folder which is past its maximum allocated size and each time Windows starts up it tries to erase the oldest files. But there's a problem and it cannot: maybe the system doesn't have the permission to erase it, the recycle bin folder is nested in other folders and its pathname is too long, the file is inaccessible, the folder is corrupted, etc...

So you should try to locate the recycle bin folder on each drive and try to empty it manually, then report the results.
