Creating Exception for Notepad so Normal User can run as Admin

Grettings,

Our small company (150-200) employees has pushed through the initiate to remove admin rights from all users. We are down to two departments, (QA/DEV) and have removed rights from a test group for starters.

Our Dev department edits the host file through a notepad while running notepad as an admin.

I have given a regular user full permissions to the host file but she still needs to run notepad as an admin to edit the host file. Is there any way to create an exception for notepad or is there are workaround for this issue?

Could you not just modify the permissions on the host file to give the dev dept user group full control or read/write/modify?
