Restrict Windows7 execuatable from accessing Internet
1. I have a Fresh Windows7 x64 Install
2. I want to be in control of my computer and restrict programs that I choose from accessing the internet.
e.g. There is a program (a single .exe filename) on my computer (in a directory I know) which must not
access the internet.

I tried and verified the following steps but the program can still send and rcv. data using the internet.
I watch it using "Resource Monitor" and also observe it connecting on a port send and receive data.
I DID THIS BUT IT DOES NOT WORK...

- From start menu, search for "Firewall" and select Windows Firewall with Advanced Security
- Choose Outbound Rules from the tree at the left.
- Choose New Rule... from the menu at the right.
- New Outbound Rule Wizard opens. This is really easy now:
a. Select Program as rule type.
b. Select the program's EXE file.
c. Choose Block the connection.- Choose the profile this rule applies to. If in doubt, select all three.
- Add the descriptive name (you may want to delete this rule later).

The above process DOES NOT work.
QUESTION:
How can I prevent a program (I know the name and location of the program) on my computer from accessing the internet ?
