Restrict Windows7 execuatable from accessing Internet

1. I have a Fresh Windows7 x64 Install
2. I want to be in control of my computer and restrict programs that I choose from accessing the internet.
e.g. There is a program (a single .exe filename) on my computer (in a directory I know) which must not
access the internet.

I tried and verified the following steps but the program can still send and rcv. data using the internet.
I watch it using "Resource Monitor" and also observe it connecting on a port send and receive data.

I DID THIS BUT IT DOES NOT WORK...

1. From start menu, search for "Firewall" and select Windows Firewall with Advanced Security
2. Choose Outbound Rules from the tree at the left.
3. Choose New Rule... from the menu at the right.
4. New Outbound Rule Wizard opens. This is really easy now:
   a. Select Program as rule type.
   b. Select the program's EXE file.
   c. Choose Block the connection.
5. Choose the profile this rule applies to. If in doubt, select all three.
6. Add the descriptive name (you may want to delete this rule later).

The above process DOES NOT work.

How can I prevent a program (I know the name and location of the program) on my computer from accessing the internet ?

The steps you posted are absolutely correct and the DO work, instructing Windows Firewall to block a specific program. I would check the following:

Verify that the intended program has a single exe file and no other process that is actually doing the connection (as the rule blocks a single exe, not anything called from it).
Check that no antivirus is interfering with the firewall. "Web scans" or something like that scans are techniques used to scan all the network traffic for viruses, but those are notorious for bypassing third party firewalls by their drivers. If you have one of those, try disabling it.
It goes without saying that Windows Firewall must be enabled. Or if you're using another firewall, your steps are meaningless and those must be reproduced in whatever program you're using.

For the matter of testing that the blocking is actually happening, try blocking your browser instead, as a test. It's quite easily to figure out if it works or not (Google will not open). After that is successful, applying the same procedure to your program will be easier.

If you don't have any luck with Windows Firewall, I'd expect a lot more success with Private Firewall, which will pretty much name every process connecting to the internet, inbound or outbound, during it's 'learning/training' session after it's initial install...

It definitely errs on the side of popups to give you the option to "block" or "allow", which, I personally don't mind the little bit of interaction....
