Microsoft Security Essentials and Windows Defender mutually exclusive

Running win7x64.
If I have Microsoft Security Essentials "active" I am unable to turn on Windows Defender.
If I turn off MSE then I can turn on Defender.
If I then return to MSE and activate it, Defender is automatically turned off.

Is this normal behavior?
If I can only run one of these, which is the preferred choice?

Mse is designed to turn off Defender in Windows 7.

As oscer1 has posted. Use MSE.
Then check if the Windows 7 built in firewall is on.

Start Orb and type in Windows Firewall and tick on it. It should indicate that the Windows 7 firewall is on.
