Windows Security, These files can't be opened

Hey guys, I need your help with something I screwed up in the Registry.

I kept getting the proxy problem where I unchecked it and it would check itself.

So I went into Safe Mode and went into the Internet Setting option and changed the values for the proxy to 0.

For some reason my dumb ass right clicked on internet settings inside the registry and clicked permission. I removed all permissions or something like that which is causing everything that i open to display this message.

Windows Security [These files can't be opened, Your Internet security settings prevented one or more files from being opened.]

It also wont let me open the registry anymore :/ which is why I am worried. Is there any way someone can make me a reg file that can reset my setting with me just running the reg file on my computer.

You might be able to use 'free' Registrar Lite. Download Resplendent Registrar Registry Manager Lite - MajorGeeks

If you can download it, "save" it to you downloads. Don't click "run".
If you are able to open the file, make sure every 'bundled' application is unchecked, before installing!
