Security Essientials fails to start with windows

All right kiddies, I have a clean PC and have uninstalled/reinstalled MSE already.
I can start it from a command prompt "msseces.exe -hide -runkey" and I get the little green icon in the system tray but it does not start from the registry HKLM\software\microsoft\windows\run key unless I turn User Account Control down to nothing. If I do turn it down it starts on windows boot like it should.

    Any Ideas?

Have you run SFC to see if it finds any problems?

SFC /SCANNOW Command - System File Checker

Sometimes it may take running the sfc /scannow command 3 or more times to completely fix everything that it's able to.
The next guess would be that there is possibly some kind of infection present causing this problem. Have you run any malware scans with Malwarebytes or AdwCleaner?
