Unknown software called Locker v4.22

I've been getting this windows popup recently, it's called Locker v4.22 It forces me to pay bitcoins to unlock my files. What the hell is this?

I am sorry to say that unfortunately you have been hit by a ransomware. If you have backup/images, best is to recover from them. I will ask this thread to be moved to Security forum, as you will get a better response there.

Check Locker 1.2 Virus. Help 70 hours left! Encryption virus., it is the same issue.
