As a start try:
+R --> Type: firewall.cpl --> Advanced settings
Single left-click the type of rules of interest.

For what it is worth, I don't see where the instructions in post #2 will help someone electronically search thru each firewall rule.
As far as I can see, there is no way to electronically search these rules for a rule that applies to a given app.
Perhaps I'm just not seeing it today.

Perhaps we are discussing apples and oranges.
e.g. After opening the Windows Firewall and Advanced Security window, the user may single-click Inbound Rules and sort the leftmost Name column. Manually scroll down to Skype, if present, and scroll to the right to see the status of the various categories displayed.
I hope this is but one of the items drugo wishes to verify.

I thought that the OP wanted to electronically search inside of the rules.
The rules can be named anything. They might not be named after the app of interest.
It is not pretty, but you can right click on Inbound Rules or Outbound Rules in the left most pane and export the list to text. Open/search that text list. It will contain the skype.EXE even if the rule is not named Skype.

@drugo: Are you able to get to the rules lists now?
