How to open permision Windows for standard user

Hi all
in win 7 and standard user,i want when enter to "Computer Management" , open permision windows for enter admin pass , NO that i have Logof windows

In my case I always was asked for admin credentials before even opening the window. How are you opening the computer management screen?
I always go to right-click computer (on start menu for example) -> administer -> UAC popups here.

i when set UAC on level 2 up next open this permision windows .
but i want in admin account never open this windows but in Standard User Always open this windows

That could affect something, you need UAC enabled to see those popups
Standard users will, by default, always gets the UAC prompts as you show in the screenshots, asking for user/passwords. Administrators will gets a simpler yes/no question (by default).
Is that what you want? Or some other combination? I don't completely get the precise question.
