Alas, I don't think that's necessarily the case, especially for eBay.
For example, see HERE.
While there may be "procedures" and "processes" in place, their success depends on being able to find and track down the seller and to obtain financial restitution/compensation, and on the customer's stomach for a prolonged, time-consuming, aggravating escapade, with no guarantee of a successful outcome.

Illegal software sales/purchase on the internet is not like buying a broken toaster.

Having already experienced a frustrating ordeal with one computer with a possibly illegal version of Windows + malware + whatever, I, for one, would be disinclined to risk repeating that process.

But that is merely my opinion, and I fully understand that logistics, budget and other constraints may play into your decision.

MaxieMomma. I wrote what I wrote based on personal experience. Too bad yours wasn't as successful- sorry mate.
In fact just recently I bought something something with a key and a download link. All worked well for months until the actual software manufacturer had a promo going on. I linked to their promo and found out that my paid copy was received for free by the seller. This made nothing illegal per se but in my case it meant adding to my package (their promo) was not possible since it only applied to purchased copies. The vendor told me to look at the details of the purchase whereby it said "I'm selling you my time" In other words, according to him he's giving me the software but selling me his time (to reply to me and give me the download link', etc) I disagreed but at the same time not knowing laws or anything wrote to him saying I would respect whatever decision PayPal would make regarding this. I got my refund a few days later.
All my experiences have been actually easier. In one case something bought via a USA vendor to my parent's USA home and then about 6 weeks later delivered to my Canadian home by a friend, whereby I noticed that the wrong product was ordered an exchange was possible, all I paid for was the difference in price and the S&H to receive the new one (but not to send).
So yeah I have faith in Amazon/eBay/Paypal as well as most vendors with a reputation who have been around for years.
Most legit vendors know that it takes a lot to gain a positive reputation and customers and it takes no time to lose it all.

As to ThrashZone and Jacee. Many vendors will not necessarily ship to China, if they do it's expensive. Then their is also the problem that often a delivery address has to be the same as what is officially written in your credit card or bank. So in my case banks/credit cards are Canadian but current address is in China.
