Ultimately Yes. MS in its infinite wisdom decided we are to dumb to be allowed in those sybolic links. There are 3rd party apps that will defeat them, and you could take ownership of the entire drive.
Ms had to make security better so they gave us UAC (which most hate) and this lowest common denominator approach.
Do yourself a favor though, in you intend to play in those folders make a backup
