You can boot you computer in Selective Startup
This would basically disable All the unwanted application and only the Windows system services will load.
when i do this and restart..everything starts as normal?

and when i go into services i dont have an option to disable all? i have tried to "stop" certain programs/restarted and tired the affected programs and im still getting the errors.

i have also uninstalled PC tool IS

    edit...
id just like to say that i have all of these programs running on my desktop, which runs XP SP 2 and i have never had a problem..using the same internet connection

yes i can do this part...
    1. Open System Configuration by clicking the Start button , clicking Control Panel, clicking System and Maintenance, clicking Administrative Tools, and then double-clicking System Configuration.* If you are prompted for an administrator password or confirmation, type the password or provide confirmation.
    2. Click the General tab, click Selective startup, and then clear the Load system services and the Load startup items check boxes.
    3. Select the Load system services check box, click OK, and then click Restart.
and when i restart after doing this,

what i cant do is the next part

Can you please confirm if you set up your firewall to allow traffic to 216.152.173.48 via port 55v

and i tired to do this in windows firewall previously to everything above and that did not work.

Boot into safe mode with networking access and try again.
    Advanced Boot Options
(note, not just safe mode but safe mode with network)
