Windows 7 - Problem with Parental Controls

My grandson got a new dell laptop for christmas (with windows 7) from his dad. Problem is dad set parental controls so my grandson (age 14) can only use the computer 3 hours a day. Dad and Mom (my daughter) are divorced. They live in different cities and dad wants to control "his computer" (some gift!) so mom can't use it. My question is how can we override the parental controls? He won't give us his password, we can't do a system restore, and we have no re-install discs. Any suggestions?

tried booting in Safe Mode mate?
and then changing it from there, i may be wrong, but its just a suggestion

Seeing as how there is no way of knowing if you are indeed the grandparent or a child attempting to override installed parental controls, it would be inappropriate for anyone to attempt to provide a work-around.

I suggest leaving this issue to Mom and Dad to work out. For certain maintenance functions (i.e., installing Service Packs or installing antivirus software upgrades) requiring approval of the UAC elevation prompt, Dad will either need to provide Mom with the password or the laptop will have to be shipped to Dad for updating.
