    Looks like an IOBit clone (or vice versa), even the names are similar. Dinesh might know more about them as from their "Contact us" link they are based in India.

    Stormy13 has got it. Systweaks Advanced System Optimizer 3

    I know where it came from. It was inside some zip files I had downloaded and never opened. I have deleted the files.

    This program looks like a crap to me. However, its not a spyware. I have scanned it with Hitman Pro, MBAM and ESET and they all show that its clean.
