PC Tools Firewall Plus. Very easy to configure and free:

PC Tools Firewall Plus - Free Firewall Download

Also scored 100% on Results and comments - www.matousec.com
Downloaded the above software last night to test... Well running the last test. ( leaktest) if failed. GL :)
Ran the same test previously and had no issue whatsoever. 100% at matousec is good enough for me as well.

Edit: I stand corrected, I was thinking of another test. Leaktest did get by PC Tools Firewall Plus. Interesting.

Although a moderator over at PC Tools forum posted the following in response to someone stating that the firewall failed the GRC Leaktest:

    Hi
PC Tools Firewall actually passes this test as no data is transfered to the website. However, the firewall lets Internet Explorer open with a deny page if applicable.
For more information on leaktests that the firewall passes please see the following pdf for more information:

    Hope that helps

take a look at: Results and comments - www.matousec.com

it´s #24 on the list with 5% (FIVE) score, reached level 1
do you mean a joke ?

    no protection there....
Interesting information. Thanks for the link.

I did the GRC leak test and the Windows built in firewall failed. I know the outgoing can be configured; but it is not easy for a non geek. Zone Alarm makes it easy to configure outgoing. Based on the info in the link, I'm going to try PC Tolls free firewall rather than Zone Alarm or Windows.

Using the GRC port test, my router firewall keeps my machine totally stealthy.
