Problem With Inbound Connectivity

Hi I am trying to connect to iTunes Store and uTorrent but they cannot connect to the internet, I have set up rules for them time and time again uninstalled and reinstalled numerous times and yet the problem persists, I am at my wit's end and any help would be greatly appreciated.

Ok it works in safe mode but I need a permanent fix.

that is an OUT-going connection.
the subject says : "Inbound Connectivity", IN-coming connection is when someone else connects to your computer.
what firewall are you using ?
