Welcome.

What antivirus product are you using? It is my hunch it includes a firewall and is disabling the Windows Firewall.

The Kaspersky Internet Security suite has a firewall. It should disable the Windows Firewall. You do not need two firewalls running at the same time.

I question the reasoning behind keeping a firewall fully on when not connected to a network?

The firewall is on by default, network on or off - would you want to manually enable the firewall everytime you came online?

In that case you have three firewalls on your system. As noted in the Windows Action Center running more then one firewall at the same time can cause conflicts.

dear thathagat, it says Two or more firewall running at the same time can cause conflicts with each other. i got it. i should turn off one of them! but which one is better to be off? Windows firewall or KIS ?
and spyware section at action center says windows defender and KIS is active now and you should turn off one of them. which one you preffer to be off? KIS or windows defender?
