Windows 7: Local Activation / Com Server

I do not know if this is the right forum. I am getting this error every 30 seconds or so in Eventviewer(Daddy is the Admin Account):

The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID
{BC866CF2-5486-41F7-B46B-9AA49CF3EBB1}
and APPID
{066FCC09-2096-4EEF-AA2F-353DB80F1BF8}
to the user Daddy-PC\Daddy SID (S-1-5-21-2141844393-1933629333-242707573-1000) from address LocalHost (Using LRPC). This security permission can be modified using the Component Services administrative tool.

Yes, yes I know microsoft knowledge base has a fix. However, it does not tell me what file to fix. Event ID 10016 ? COM Security Policy Configuration It says in step #5 right click the application. What fricken application?

What is a clsid and an appid? I did some google searching with the CLSID and they suggested it was a file named app_(something I forget). However, how do I verify on my computer what the CLISD and the APPID are pointing to? This is so confusing all the fixes I find. It seems to have something to do with Nvidia and my ASUS MOBO.

I did change that App_"X"(I forget its name) to give it permissions. But, I am still getting the same error. I am so close but too far, without your help, to fixing this.

Its frustrating! If necessary this will be the 3rd full win 7 reinstall I will have had to do in 5 months, is that normal? It seems that is always the solution.....
