    OK. Time to pull out some of the big guns.
    download Malwarebytes AntiMalware.
    disconnect from Internet
    install, run Malwarebytes.Antimalware.
    Reconnect.
    Update Malwarebytes.
    Run Malwarebytes antimalware

    Oh yes, this program and MSE are compatible.

    thanks to all but I must move on to other work for now. I really appreciate everyones time on this. I may try Karl's idea on uninstall/reinstall when time allows. I really don't think its a virus. All scans are clean and I was using Vipre prior to MSE. Again thank you for your time and I'll try again on this later or in the next few days.

    When you return, be sure to read the link that rich56 provided. (Good research, Rich!) Others had the same issue and with the help of Microsoft Support determined that the services required for MSE and Action Center must be set at Automatic and NOT Delayed Automatic. The services in question are Windows Installer Service, Cryptographic Services and BITS.

    Note: This does not mean that you need to have Windows Update set to automatically download/install updates. You can still elect to allow the download and you choose when to install or to determine both the time for download and install.

    If the sunshine doesn't keep you outdoors, bnwrx, I think its time to submit a support ticket. Go to https://support.microsoftsecurityessentials.com/ and select Problems starting or performance issues, following the prompts.

    If a support log is needed, Microsoft Security Essentials includes a small utility that allows you to easily create a detailed support log of the state of Security Essentials on your PC. Here's how:

    1. In Windows XP, click Start, click Run, type cmd, and then press Enter -OR-
    2. In Windows VISTA/WIN7, click in the Start Search box, and then type command prompt. Under Programs, right-click Command Prompt, and then click Run as administrator.
    3. Type "cd %programfiles%\Microsoft Security Essentials" without the quotes.
    4. Now, type "MpCmdRun.exe –getfiles" without the quotes.
    5. The application will run for 2-10 minutes and create a zipped file called MPSupportFiles.cab, which will be saved automatically to "%ProgramData%\Microsoft\Microsoft Antimalware\Support" folder.
    6. Attach the zipped file to your report.

    Try disabling MSE, and then enabling it again.
