Admin Account Trouble

I am currently running Windows 7 Home Premium 64 bit and this is the trouble that Im running into:

1. When I try and run the command prompt as an admin by hitting ctrl+shift+enter and typing net user administrator /active:yes I get this response:

System Error 5 has occurred

Access is denied.

I get the same error when I right click command prompt and run as administrator and enter the same command as above.

2. When I go into Control Panel - User Accounts and Family Safety - User Accounts - Change your Account Type to change my account from Standard User to Administrator, the change doesnt take effect.

3. When I go into Control Panel - User Accounts and Family Safety - User Accounts - Manage Accounts - Create New Account and type the username as "test" and set it to be an Administrator account, I get this error:

The specified account name is not valid, because account names cannot contain the following characters: /\[]":;|<>+=,?*

Please type a different name.

Someone please help! Im simply trying to get elevated priviledges so that I may utilize the windows backup and restore utility.

It seems that your current login is not an Admin level account. Log in with an admin account.

You are correct! I am not logging in with an admin account. If I could log in with the admin account, I would have already done it. My trouble is not being able to activate or enable the admin account in order to utilize it.
