NO WAY to change taskbar color

I'm convinced that no amount of software can change my taskbar's color. I'm on Win7 Starter, and I've tried everything and I firmly believe there is no hope for me. Anyone care to prove me wrong? Please?

Windows Style Builder can do it... but it's not free and not easy to figure out...
See the pic to have an idea...

    no amount of free software*
If I'm going to buy something to solve this problem, it'll be another version of Win7.

Tried them all; none worked. The "personalization panel" gave me weird results ("personalization panel" problem) and the Grantman thing said "(Error 5) Required registry access is not allowed occured at mscorlib."

If you want to see if you can get past that error (I'm assuming you are using a user with admin access?):

Start> In search box type Regedit and press enter> Navigate to the following key:

    HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Eventlog\Security

Right click on this entry and select Permissions

    Add the current user

    Give it Read permission

    Try the program again

It's "unsaved theme." All I did was change the background (using the personalization panel linked above) and I changed the cursers. I would like a red taskbar.
