CustoPack Tools : Windows Customization for everyone! CustoPack Tools : Customize Windows XP, Vista, 7 Image credit of Clubic.com
Just discovered that on Clubic.com
I think it's worth a try because you don't have to change system files by yourself On top of that, the website offers a gallery for theme packs. Today, it's limited to 6 themes for Windows 7 though. But, I guess you can make your own easily with that software.
System supported :
Windows XP
Windows Vista
Windows 7 (except for Starter)
Enjoy
EDIT
Be sure to desactivate the Ask Toolbar during install and, in the options, desactivate "Ask me often to install the Ask toolbar". | My System Specs |

So, I downloaded and install a theme from the website. The theme is iMod Inspirat 1.0. It's amazing. It even changes Windows 7 Basic theme which is what I've been looking for for ages. Here is two screenshots from me :
The installation (beside the main theming software) took about 5-10 minutes and a restart. After the restart, there was still a bit to intsall though. But the final result is just AMAZING. I know that it's rip-off of Mac OSX's theme but damn, I didn't know that it goes so well with Windows XD | My System Specs | | Computer type PC/Desktop System Manufacturer/Model Number Custom build OS Windows 7 Home Premium x64 SP1 CPU Core i7 950 3.06 GHz Motherboard Gigabyte X58A-UD3R Memory Corsair XSM3 6GB 1333MHz DDR3 9-9-9-24 Graphics Card Asus nVidia GeForce GTX460 Factory Overclocked Sound Card HT-Omega Claro 7.1 Monitor(s) Displays Asus VW246H 24" Screen Resolution 1920x1080 Keyboard Logitech K350 Mouse Logitech M510 PSU Xigmatek NRP-PC702 700W (cable hell) Case Lian-Li Lancool PC-K62 Cooling Stock fans for PC case, Cooler Master Hyper N520 for CPU Hard Drives 1x90GB OCZ Vertex 2 SSD (System, internal)

No, I think it's just there to "verify" the legitimacy of the theme. I didn't have a problem with that when installing. | My System Specs | | Computer type PC/Desktop System Manufacturer/Model Number Custom build OS Windows 7 Home Premium x64 SP1 CPU Core i7 950 3.06 GHz Motherboard Gigabyte X58A-UD3R Memory Corsair XSM3 6GB 1333MHz DDR3 9-9-9-24 Graphics Card Asus nVidia GeForce GTX460 Factory Overclocked Sound Card HT-Omega Claro 7.1 Monitor(s) Displays Asus VW246H 24" Screen Resolution 1920x1080 Keyboard Logitech K350 Mouse Logitech M510 PSU Xigmatek NRP-PC702 700W (cable hell) Case Lian-Li Lancool PC-K62 Cooling Stock fans for PC case, Cooler Master Hyper N520 for CPU Hard Drives 1x90GB OCZ Vertex 2 SSD (System, internal)

If Custopack can be trusted, then this could be a good thing.
If this takes off though, how long will that last as being free I wonder.
This is a great idea, and it does work, so I am impressed so far.
We will have to see how it develops and if it takes off, which I think it will give Stardock a really good run of competition.
Hopefully it will remain free? or be really cheap.
I am guessing they are in a Post Beta phase for public consumption, review and development research. | My System Specs | | System Manufacturer/Model Number Self Built OS Win 7 Ultimate 32bit CPU C2D E6600 2.4Ghz Motherboard Intel D965WH Memory 4G Kingston KHX5400D2 Graphics Card EVGA GTX 570 HD SC (012-P3-1573-KR) Sound Card On-Board Monitor(s) Displays Samsung 226BW Screen Resolution 1680 x 1050 PSU Corsair TX750W Case In-Win C589 Cooling Stock Intel Cooling Hard Drives 2 x 250 Seagate Barracuda

I am guessing they are in a Post Beta phase for public consumption, review and development research. Really, I hope for the best for this software. The software was developped by the makers of the WinXP Bricopacks : CrystalXP.net
If I remember well, those Bricopacks were popular in the XP-waiting-for-Vista days. | My System Specs | | Computer type PC/Desktop System Manufacturer/Model Number Custom build OS Windows 7 Home Premium x64 SP1 CPU Core i7 950 3.06 GHz Motherboard Gigabyte X58A-UD3R Memory Corsair XSM3 6GB 1333MHz DDR3 9-9-9-24 Graphics Card Asus nVidia GeForce GTX460 Factory Overclocked Sound Card HT-Omega Claro 7.1 Monitor(s) Displays Asus VW246H 24" Screen Resolution 1920x1080 Keyboard Logitech K350 Mouse Logitech M510 PSU Xigmatek NRP-PC702 700W (cable hell) Case Lian-Li Lancool PC-K62 Cooling Stock fans for PC case, Cooler Master Hyper N520 for CPU Hard Drives 1x90GB OCZ Vertex 2 SSD (System, internal)
