Creating Themes from Old Theme Files - Background Changes

Hi - I am trying to create some themes from old theme files. I'm using a 3rd party theme program to "apply" the theme elements. Then I'm going into the Personalize area in Windows (right click and pick Personalize) and there I save the theme. My problem comes when I go back to the 3rd party program to select and apply the next theme. When I do this, the background changes on the theme that I just saved in the Personalize area (even though I've saved the theme). I've tried switching to another theme before I change to the next theme in the 3rd party theme program but the same thing happens (the background changes for the theme that I saved a few moments ago). I've even tried going into Desktop Background (in the Personalize area) and clicking save changes there but it still doesn't work right. Any ideas? Thanks in advance for any help!
