Specific Icon Sizes

Is there any software that will allow me to change specific Icon sizes ? Some icons I want small, some I want huge ! I don't care if its actually an icon or a picture. Thanks, -Areal
I recently formatted and reinstalled, due to a nasty virus that mbam and SAS couldnt seem to fully get rid of. I had a really simple win7 theme installed that consisted only ofr 4 or 5 different wallpapers that I had rotating every 30 minutes. I cant find it anywhere now and thought maybe someone...
