    Try Google Just kidding. RainMeter

I have been using Rainy's work for many years. Other similar programs are available but Rain is lightweight, highly customizable and rather easy to "code".

Check out a run once app from Hawkeye Tech called ShellInit. You can use it to do a handful of things, but I use it primarily to modify my screen resolution from 1920x1200 to 1920x1156, creating an empty space to place some text based Rainmeter skins.
