I use Ave's Windows7 Style Builder for the .msstyles
Some use Restorator - Bome Software - Restorator - the resource editor for customization, localization, and translation. for the .msstyles and the system files
For the navigation buttons in Windows Explorer I use this tool Windows 7 Navigation Buttons Customizer: Change Windows 7 Navigation Buttons Easily | door2windows
For the start orb I use this StartOrbz v3.1.a by ~Blizo on deviantART or you can use Windows 7 Start Orb Changer: Ultimate Tool To Change Your Start Orb | door2windows
For the logon screen I use this tutorial Log On Screen - Change

This will show you how to start a new theme Start menu color change ??
Then open your new theme .msstyle in WSB & edit it with a image editor, the 1st time you click on the edit button it will ask you to set a image editor, browse to the .exe.
Here I changed part of the start menu red
    Go to
Start Menu > Panels > Aero > Top > MorePrograms
click on Edit, set your image editor then edit the image (image is blue)
    Create custom self theme-win7-style-builder-cwindowsresourcesthemesaeroaero.msstyles.png
    I used Gimp then Save
    Create custom self theme-1.png
Then click on Done Editing Image
    Create custom self theme-2.png
    The you can Test
    Create custom self theme-3.png
    See changes
    Create custom self theme-5.png
    Stop Testing & Save

That should get you going if you need more help ask

    For the icon
1: Right click on internet explorer icon. select Properties dialog box, click Change Icon.
    2: Click the Browse button.
3: Select the folder to which you saved your icons.
4: Select the icon you want to use, and then click Open.
5: Click OK, In the Internet Explorer Properties dialog box, click OK again.

Can you post a screenshot of the start menu?
