How do you Get rid of White/Black Backgrounds of Images?

    How do you Get rid of White/Black Backgrounds of Images?


    How do you get rid of Black/White(Any color really) backgrounds that have something in the middle of them like making the backgrounds transparent, I've seen an option in Microsoft Paint thats called "Transparent Selection" Are their guides on how to use this? Or maybe another program that is newly updated other than Photoshop?

    And also How can you make a normal .png or .bit into a .ico file?
    How can you access the Icon files? when you "Right click" a Shortcut then "Properties" then "Change Icon...."

    Suggest as many Programs as you can/want.
