Installing Sound Schemes

One question about installing third party themes in Windows 7. I've noticed that some of these themes will automatically change the sound scheme, and others do not touch the default sounds, BUT, there will be a folder for a Sound Scheme included in an "extras" folder when I downloaded the theme. In the the included Sound Scheme folder there are just .wav files and no .ini file for installing, or any other .exe to install this Sound Scheme.

The question is, has anyone come up with an installer, or somekind of script that can be used to install Sound Packs?? If I understand it right, at the present you can only change sounds one .wav file at a time manually???
