Sounds like you are trying to bypass something that is not allowed by an Admin, we can't help you with that.

By the way, that is a Want not a Need.
No I am doing it at my own house with all the computers connected in a network, I would like to see if its possible to change the wallpaper with control panel disabled and other personalization features Just please tell me how to make Personalization Panel to work on all versions of Windows!
Re-enable control panel if you have the permission...

It needs the control panel to work, then you could just do it with the control panel.

Ask the developer of the software and see what he says.

NOTE: The program can only be used on computers running Windows 7 Starter or Windows 7 Home Basic.
Here are some key features of "Personalization Panel":

Desktop Context Menu integration
Language-independed/Autotranslation: All text labels are from Windows libraries and always be in your native language
*.theme files support in both Starter and Home Basic. Everything will be applied correct except windows metric for classic themes
Can change Windows 7 Starter Wallpaper
Can change windows and taskbar colors in Windows 7 Home Basic by two methods with live preview
Useful access to related Control Panel applets
*.theme files associations handling
*.msstyles files associations handling
*.themepack files associations handling (limited to installation at this moment. You can't create own themepacks)

Sounds like you already have your answer, since you can't get it to work.

Ask the developer of that software.

Sounds like you want to remove access to control panel but allow the personalize option... which is done through the control panel.
