How to make Personalization panel run on all versions of Windows 7?

    As I said I am managing the network, I have disabled control panel, I want to see if Personalization panel will byapss this, I am asking if i could take that only for home and starter message off

    Sounds like you already have your answer, since you can't get it to work.

    Ask the developer of that software.

    Sounds like you want to remove access to control panel but allow the personalize option... which is done through the control panel.
