    I downloaded and installed this theme and it worked just fine. (I did not install the explorer.exe)

    I would recommend you uninstall UxStyle Core restart your computer turn the UAC User Account Control - UAC - Change Notification Settings all the way down restart your computer again install UxStyle Core again and then restart your computer one more time and see if that helps. Put the UAC back to the original settings.
