    no there is .msstyles extension.

    IMO a nthen must need a .theme file (4 or 3 KB, very small) to run a theme perfectly in windows environment.

    Still, I am calling Bongo , the most knowledgeable person in this issue. As he is not online ATM, you may need to wait a bit for his response.

    Here is what you need to do look at the screenshot I provided, all the items highlighted in red need to be put in a new folder and call it win7charm and put that folder in C:\Windows\Resources\Themes then download and extract the zip folder and put the attached win7charm.theme file in C:\Windows\Resources\Themes .
    It will now show up in personalization.
