trouble applying windows 7 custom theme.

Every theme i download and try to apply looks blank and will not apply. i have patched my system properly on the 64 bit patch. every time i try to apply a theme it launches ether the Personalization page (the theme icon will be blank) or the window color and appearance page for no reason. the sound will play but the theme stays the same.

Theme - How to Apply Custom Themes
There is a tutorial, i understand you have done some of it. Redo it just in case, also some themes have specific instructions needed to be followed. Pay attention to the "read me's" and the such.
