How to fix caption button size smaller than 18 ?

Hi. I found a bug in explorer, which resets caption button size to 18 (if you use smaller size) when you use fullscreen applications (games). It may seem like a trivial issue but I think those icons are still too big and ugly when using value 18. Is there a way to fix it, somehow set it to 14 permanently and disallow windows to change that value ?
    I already found this :
    HKEY_CURRENT_USER/Control panel/Desktop/Windows metrics/Captionheight-Captionwidth
These two values change always when you mess with caption button size, but somehow, denying windows to change it in permissions doesnt solve anything. Values in regedit stay the same but icons still change. Weird.
    Thanks for any help.

Chances are if your perception of captions are changing when you use fullscreen games, it's because your games are changing the screen resolution to something smaller than the desktop. I run both my desktop and games at 1920 x 1080 and never encounter this problem unless other fullscreen applications force a smaller running resolution.

Uhm, also, the behaviour of this bug is really strange. I was playing with it for a while and now no all sizes from 8 to 17 are same and very tiny, all at size 8 presumably. 18 works normally.

You may be right but it also happens sometimes randomly, even with no fullscreen application. Nevertheless it's very annoying since my quick launch panel gets very big and messes with my start panel assortment.
