User Account Control, please see > User Account Control - UAC - Change Notification Settings

Its not a good idea to leave UAC off though :)

Did you delete them and reinstall with UAC off or just turned off UAC?

Here's a similar thread with steps for unsigned themes. I hope you trust the provider.

Problem is I have no such thing as "Unsigned Themes" in "Services"...
I tried UxStyle and still nothing.
Can it be some kind of a file I stopped which causes the problems?
As far as I know the whole theme thing has to be a lot easier.
Again, if I pick a certain theme, I mean the popular ones, its suppose to change the taskbar, start skin and some other right? dont I need any other program to make it change everything?

Themes don't necessarily change anything but the desktop image and maybe colors. It depends on the theme.

Post an image of your theme select page, the name of the theme and where you got it. Also, are you running Aero?

    Here's one of the themes
Alternative AE for Windows 7 by oliver182 on deviantART
I assume it has to change the colors to red for example but it but nothing, nothing has change except the background image. Lucid theme has to change the taskbar to be more transparent but obviously, its all the same.
here's a list of few of them, they are from deviantart:
    Alternative
    Lucid
Lucid for Win 7 by nopd11 on deviantART
    Aero
    Aero x v2.5

And some others I tried but deleted because they didnt work.
Maybe the thing that causes the problem is a file I stopped, I remember I've done by a tutorial instruction to how to make the computer faster and smoother and I had to stop a few files from lunching at start, maybe its one of them?
As far as I can tell its suppose to be a lot easier, install patcher, restart, add themes to folder and just lunch.
*by the way, each time I download a theme I get a "System Files" folder, any idea what that is?

What's an install patcher? You shouldn't have to do anything except download the file, right click it then choose install. Windows will install the theme then you can right click on the desktop, click on Personalize and choose the theme and colors you want. You shouldn't need any install patch and I would be leery about any file that requires it.
