Windows changes to basic theme when trying to apply custom theme

So, I recently reinstalled my Windows 7 and tried to install custom themepack I had before, but instead of applying it Windows just changes it's theme to basic. Before the re-installation everything worked fine. I didn't even have to patch system files to apply custom theme. I tried repairing Windows system files with System files checker (it found some corrupted files and said they're fixed or something). I Installed UXStyle, neither it helped. I tried to install custom packs with 7tsp but the result is the same.
The fresh-installed Windows is the same that was installed before.

Hello and welcome Weaky mate have a read of this and see if it is of any use to you.
Theme - How to Apply Custom Themes

Now as strange as it may seem I would also suggest running the sfc again because some are of the opinion that three runs are better than one and I think a chkdsk would not go amiss
SFC /SCANNOW Command - System File Checker
Disk Check < if necessary include the /f and /r in the command line as per Option2 (if you are going to use the /r switch there is no need for the /f switch)
Run these in safe mode and the sfc often best run for two to three runs – you can leave out the /r switch in ckdsk if you feel it not necessary
