I tried this under windows 8 and I am sure I executed with admin rights and I restarted but still reliability history is not reset.
what should I do?

So far it's working on some
Windows 8
installations running the BAT once and restarting, and some other installations running the BAT file twice and restart works. Not sure why yet.
More testing to continue.

I ran the bat file thrice and I restarted and guess what?
And one more question. I know that what data that had displayed will be erased.
Will I get a 10/10 graph during the older dates?

The older dates will no longer be there since you are starting from scratch. The graph will start with the current date instead.
