May be an issue with it being an OEM disc, especially if it's a factory OEM disc. The ISO from the link above should work great for you though. :)
While using Imgburn, you'll need to make sure it's only burning at 4X or less speed.
I went ahead and burned the ISO from the link at 4X speed with Imgburn. No problems. On a related note, do you know where I can get a legal ISO file for Windows 7 Starter in Spanish. My wife bought her computer in Mexico (a Compaq CQ1500LA) and the key on the side of her tower is for Windows 7 Starter. She made Compaq recovery disks, but of course they load all the HP garbage.
