where can i dowload the oceanis background...PLEASE HELP ME!!!!

hello guys! i cannot download the file "oceanis". it says the file is invalid.... im using windows 7 starter... can anyone suggest what to do... pls.....

Hi, I am new to this forum and I have a question regarding the programms. I have downloaded both files and installed it, but when I right click personalization it says: Your Windows 7 edition is not supported.
Hope someone can help me.

These programs are made for Windows 7 Starter and Basic, these features and

more are already built in to Home Premium that you have listed in your specs.

Actually I have the personalization option, but I don't get the same menu as this video: How To Reduce Lag In Camtasia Studio 7 - YouTube
It's around 0:35, if you know a other way to open this menu it would be really helpful
