    Have you tried to copy/paste the tsdiscon in to C: Windows, System 32?

    sure I did, it is written in the procedure :) or have I misunderstood your question?

    PS: Yes, I misunderstood the question, copy/paste instead of extracting from the .zip file... I'll try immediately and come back.

    Hello Alex, and welcome to Seven Forums.

    I've just updated the file with a more current version of it. It is the same for both 32 and 64 bit Vista. Please download it and try again.
