Have you tried to copy/paste the tsdiscon in to C: Windows, System 32?

PS: Yes, I misunderstood the question, copy/paste instead of extracting from the .zip file... I'll try immediately and come back.

Just checking. I don't know if there is a different version but maybe someone will come along with one.

Also I didn't mean before you unzip it, I was just making sure thats how you did it.
