In that case, you could download any one of the latest official Windows 7 with SP1 ISO files here: Microsoft: Windows 7 Direct Download Links, and use Windows 7 USB-DVD Download Tool to create a bootable DVD or USB flash drive with the ISO to see if you may be able to do a startup repair with it.
my other computer is too weak for windows 7 so i can't install windows 7

You would only need to use the other computer to create the bootable Windows 7 DVD or USB, then boot from it on the computer that needs a startup repair. :)

Did you want to install W7 on your other machine as well? If so, we do have some members here who have managed to install W7 on machines that are below Microsoft's recommendations, so it might or might not be possible. If you want, I'll ask Doc Brown, who has some experience in this area. What are the specs of this other machine? Please note that you will need a separate license key for it.

I also found out through trial and error (mostly error) that clicking the F5 key during startup also allows access to the ABO as well as a couple of other options.
    And the f5 trick worked

Thanks so much for the information. Really very helpful and refreshing.

I can boot to safe mode but can't seem to find a way to simply reload windows 7 without erasing or losing my data. I will check out the additional options you suggested and report back.

    Thanks again!!

    Hello Jkb,

Since you are able to boot to Safe Mode and just not into Windows, you might also see if troubleshooting with a clean startup may help to ID a culprit. :)
