To be able to open "Set Network Location", you would have to select a specific network first. Since the network would be different for everyone, you may not be able to create a direct shortcut to "Set Network Location".

Reason: typo
But, there is something i don't understand... When you go in "Network and Sharing Center", you have a link that points to Network Locations... So what is this link so ????
Sorry mate, but you are looking at it. As far as I know, there's no way to create a shortcut that will open directly to what that link opens to since it is to specific per network adapter and per computer. This is the shortest way that I know of to make clicking on that link easier.
