The built-in Administrator doesn't have a password by default, but could have one created for it.

You could enable the built-in Admin in Safe Mode the same as in normal mode below, and also at boot.

Creating a password for the account won't stop it from being enabled, but will require a password to log on to it.

I still have to rename it too ?

Surprised nobody has brought this up yet here.

You don't have to rename the account, but it would make it harder for someone to enable or access it if the default name was changed.

Of course, it's easier to rename the account before you enable it the first time.

Not sure I understand how one can rename it if it's not enabled first or changing the string you give an example of
net user administrator /active:yes

Your say to use net user mynamechoice /active:yes instead and just the net user decides which account I'm referring to as the hidden default admin account ?

Option 2 or 3 on the first page here can be used to rename the built-in Admin if it has never been enabled yet.

Would the new name and password be remembered by the system so if it was ever enabled again ?

Yes, that's correct. The new name and password will be remembered when you disable and enable the account as needed.

Does not look like renaming a home premium built in admin is possible not really a big deal with that one,
Looks as though I might be able to enable it and add a password and turn it off though ?

I haven't tested the command below in an elevated command prompt when the account hasn't been enabled yet, but you might give it a go to see.

Substitute NewName in the command with the name you want instead.

wmic useraccount where name='Administrator' call rename name='NewName'

Looks like it worked

Now for a password how is the best way from here to do that one :)

I'd guess Is next
net user NameIUsed AddPassWord /active:yes

Then
net user NameIUsed /active:no
